Air Blows On Floor Not In Front Vents

Questions toyota toyota tundra 2007 toyota tundra ac only blowing through. Had to play with the switch to get it to blow. Often this is experienced after replacement of the battery. Problem started after a trip to south florida it was blowing on and off out of the vents but weak.

How to increase the airflow to one room. I get good heat and air conditioning from my front vents but when i select floor or defrost vents the air still only blows from front vents. I have a 1991 s 10. I have heard some people say it is probably a vaccum hose issue.
